De speciale eenheid Navy Seals werd opgericht in 1962 door president John F. Kennedy en klaargestoomd om dag en nacht ingezet te kunnen worden bij de verdediging van Amerika. Tijdens een routinematige reddingsactie in het door oorlog geteisterde Midden-Oosten, ontdekken de Seals dat uiterst gevaarlijke en dodelijke Stingerraketten in handen gevallen zijn van 's werelds meest gevreesde terroristen. De Seals kunnen een deel van hen inrekenen, maar slagen er niet in de raketten te bemachtigen. Een tweede interventie dringt zich op. James, de leider van de Navy Seals, wil zich echter tot in de puntjes voorbereiden en zoekt contact met journaliste Claire. Zij verdiept zich immers al enkele jaren in de politieke problemen van het Midden-Oosten en in de activiteiten van terroristische leiders. Hij hoopt dat zij hem kan helpen om de locatie van de raketten te ontdekken.
