Twee honden weten te ontsnappen uit het Research Centrum waar proeven op dieren worden genomen. Ze zijn er erbarmelijk aan toe. De grote zwarte labrador Rowf heeft een traumatische angst voor water na de verdrinkingsproeven die hij heeft doorstaan. Snitter, de zwart met witte terriër, is neurotisch geworden door een ingreep in de hersenen. De plaatselijke bevolking reageert geschrokken op deze ongewone schapendoders en kippendieven, maar hun ontsnapping wordt een landelijke zaak wanneer de vrees wordt uitgesproken dat de twee met builenpest zijn besmet.
